The UAE e-invoicing accreditation rules changed on October 1, and existing service providers now have 30 days to comply. A direct accreditation process from the UAE Ministry of Finance e-invoicing programme replaced the preliminary approval stage used during development and testing.

Ministerial Decision No. 168 of 2026 took effect on October 1. It repealed Decision No. 64 of 2025 and its amendments, including Decision No. 56 of 2026. Under the new framework, a service provider must complete the required accreditation assessments and testing before it receives approval to operate.

How the UAE e-invoicing accreditation rules work now

The change reflects a shift from a build-and-test phase to a live system. During the earlier phase, pre-approval let providers onboard while the technical infrastructure and interoperability arrangements were set up. That stage is gone. Providers now face one accreditation gate. The UAE e-invoicing accreditation rules apply a single standard to every applicant.

Each provider must demonstrate technical capability, operational readiness and compliance before accreditation. The Ministry said the aim is to improve compliance efficiency and strengthen oversight of e-invoicing.

What the 30-day window means for providers

Providers that received preliminary approval before October 1 have up to 30 days from that date to meet the new requirements. They do not need to file a new application unless the Ministry decides otherwise. Miss the deadline, and the preliminary approval ends.

The clock is short. For a provider mid-setup, 30 days leaves little room. The requirement is proof, not intent. A provider must show it can run the service and stay compliant.

  • Wio Bank is the first issuer in the UAE to auto-enable Mastercard’s Click to Pay across its cards.
  • Shoppers can finish online purchases without typing card numbers, using tokenization and EMVCo authentication standards.
  • The Mastercard Payment Passkey service confirms each payment with a fingerprint or a face scan instead of passwords or one-time passcodes.
  • Mastercard is working toward a fully tokenized and authenticated e-commerce system by 2030, with token use among MENA merchants rising sharply.

Peppol certification and outsourcing stay in place

The decision keeps rules that let providers use third-party Peppol service provider products. It also lets them outsource development, operation, or management, along with parts of their e-invoicing services. Responsibility does not transfer. Each provider remains fully accountable for compliance and service delivery.

Peppol certification sits at the centre of the system. The UAE model runs on a five-corner Peppol structure, where accredited providers exchange invoices and report tax data to the Federal Tax Authority in near real time. An Accredited Service Provider must meet the technical standards that keep invoices valid across the network.

Where this fits in the UAE e-invoicing mandate 2026

The UAE e-invoicing mandate 2026 is rolling out in phases, with a pilot stage that began on July 1. Businesses will need to appoint an Accredited Service Provider to issue and receive compliant invoices. Penalties apply for firms that fail to appoint a provider within the set timeline.

The new UAE e-invoicing accreditation rules tighten the entry point for that provider market. Rules on renewal, ongoing evaluation, and termination also sit inside the framework. Providers can challenge a termination decision through a formal process.

For the market, the message is direct. The testing window has closed. Any provider that wants to serve UAE clients must clear accreditation first, and existing holders of preliminary approval have until the end of October to get there.
