Ljubljana, a crypto-friendly city, has recognition that has placed Slovenia’s capital in the global crypto spotlight for 2025.
The city has been crowned the world’s most crypto-friendly city by Multipolitan, a migration advisory firm. It outperformed major tech and financial hubs like Hong Kong and Zurich, both of which tied for second place in the firm’s Crypto-Friendly Cities Index. This recognition stems from Ljubljana’s forward-thinking approach to crypto infrastructure, taxation, and adoption.
The index evaluated 20 global cities based on crypto regulations, tax environments, quality of life, and digital readiness. Ljubljana excelled across the board, largely thanks to its low tax burden, high internet speeds, and widespread crypto adoption in daily life. The presence of crypto ATMs and active retail participation helped boost its score.
Slovenia’s innovative crypto foundation
Slovenia isn’t just leading with Ljubljana’s crypto-friendly city status—it’s also dominating on the wealth side. The nation topped the Crypto Wealth Concentration Index, with the average crypto owner in Slovenia holding about $240,500 in digital assets. This far exceeds second-place Cyprus, where the average stood at around $175,000.
Hong Kong, known for its digital economy, came in third with average holdings of $97,500. The United States lagged behind in 17th place with a significantly lower average of $23,300. These figures reflect not only differing levels of adoption but also varying attitudes and policies toward digital finance.

Crypto infrastructure puts Ljubljana on top
Ljubljana’s thriving ecosystem includes the Blockchain Alliance Europe and Blocksquare, a real estate platform that recently announced a $1 billion tokenization partnership. These institutions provide a strong foundation for crypto startups and established projects alike.
Slovenia, as part of the European Union, adheres to the EU’s Markets in Crypto-Assets Regulation (MiCA). The regulatory clarity offered by MiCA helps create a secure environment for businesses and individuals to engage in crypto ventures. Ljubljana benefits from this alignment while also maintaining a unique crypto culture.
Why Ljubljana’s crypto-friendly city status matters
Ljubljana’s rise signals a broader shift in where innovation is happening. Cities like Singapore and Abu Dhabi, which ranked fourth and fifth, respectively, are also aligning their regulations to attract digital finance companies. But Ljubljana’s grassroots-level adoption and infrastructure give it a distinct edge.
Even Madison, Wisconsin—the only American city in the ranking—shared 11th place with Riga, Doha, and Riyadh. This suggests that crypto-forward policies and real-world usability are becoming more important than legacy financial dominance.
