Consider it done. That is what TAMM means in Arabic, and in October 2026, a panel of global judges agreed.
TAMM has been named the best government initiative in EMEA at the Gartner Eye on Innovation Awards 2026, placing Abu Dhabi’s public services platform ahead of every other government entry across Europe, the Middle East and Africa. The recognition arrived in the Government category, which honours work that improves public services through technology.
What TAMM actually is
Behind the award sits a question worth asking. What does a government look like when software does the asking for you? TAMM is Abu Dhabi’s answer. Built by the Department of Government Enablement Abu Dhabi with more than 45 government entities, the platform pulls over 1,200 public and private services into one app. It resolves 96 per cent of service requests on its own and serves 4.7 million users.
The numbers point to something larger than convenience. TAMM sits at the centre of Abu Dhabi’s plan to run the world’s first AI-native government by 2027.
The feature that won the judges over
Much of the attention falls on one feature. TAMM AutoGov launched in October 2025 and carries the label of the world’s first AI public servant. It uses agentic AI, meaning it can complete tasks for a person before being asked.
Think of a trade licence that renews itself before it expires, or a disability card that updates before it lapses. The old model waited for a citizen to start the process. AutoGov flips that. It converts recurring services from request-driven to event-driven, acting on the calendar rather than the queue.
The best government initiative EMEA title reflects measurable results, not promises. Six months after launch, AutoGov had helped users avoid more than AED17 million in late fees. It can settle payments on a user’s behalf, including traffic fines. Its customer satisfaction score reached 94.8 per cent, and transaction volumes grew 40 per cent quarter on quarter.
How the win was decided
The Gartner Eye on Innovation Awards count among the leading global competitions for organisations using technology to deliver results people can measure. The government edition rewards initiatives that apply emerging technology to advance digital government and return real value to the public.
The judging runs in stages. Finalists come from EMEA, the Americas and APAC, assessed first by a panel of Gartner analysts. Senior government representatives from around the world then pick the regional winners. The 2026 edition drew a record number of submissions from government bodies worldwide, which sharpens the meaning of a regional first place.
What the scale shows
The award also drew attention to the wider platform behind AutoGov. TAMM reports a digital adoption rate of 98 per cent. That figure carries weight when you follow it through. The platform helps people avoid more than 37 million in-person trips to government centres each year, returning roughly 54 million hours to the public.
Why TAMM keeps collecting titles
This is not the platform’s first honour. TAMM was named the world’s best e-Government project at the WSIS Prizes 2025, an award backed by the United Nations. The pattern tells its own story about where Abu Dhabi is steering its public sector.
The question now is what the best government initiative EMEA recognition sets in motion. A government that acts before its citizens ask is a different kind of institution. The Department of Government Enablement Abu Dhabi has built the earliest full version of that idea, and the rest of the region is watching how it holds up at scale.
